It has been a busy spring. Many of us were involved with planning and
supporting Earth Day events, which were very successful around the state.
In fact, the Waste Board reported that nearly one million pounds of
e-scrap was collected during 45 Earth Day electronic recycling collection
events. In other recycling news, we are anticipating implementation of AB
2449 which goes into effect at month’s end
and will require that large grocery stores take back plastic shopping
bags for recycling—which in turn will present
some challenges and opportunities for recycling. Dr. Daniel Domonske and Paul
Alva will speak about plastic bag recycling at our Summer Chapter
Workshop on July 19th.
I am looking forward to seeing you at the Chapter workshop. Besides Dr.
Domonske and Mr. Alva, we have three other great guests who will also
take us through the solutions that their firms offer to some recycling
challenges. As we promised in the fall, we are going to have two tickets
available, on a first-come first-served basis for prospective members. If
you would like to bring a potential new member, please contact Scott Ramey

Russell in the SWANA office.

Summer Chapter
Workshop
Looks at Recycling Challenges
Please join us on July 19th for
our summer chapter workshop, Recycling Challenging Waste Streams: What
to Do? Given California’s
increasingly regulated landscape, we are facing more and more
end-of-life challenges with material that has been legislated out of the waste
stream. We’re pleased to have four
speakers who can discuss the waste stream solution their firms provide.
Pat Kimball, PhD, is the Vice President of Development for Sharps
Compliance, Inc, the market leader in mail-back systems for disposal of
sharps and other medical waste. Sharps Compliance is becoming
increasingly involved in developing municipal programs in California since
the passage SB 1305, which mandates sharps recycling starting in
September, 2008. She will speak about the proper handling of sharps.
Daniel J. Domonske, PhD, is a Vice President at Potential Industries,
Inc, which sorts commingled residential recyclables at their Material
Recovery Facility in Wilmington, Delaware; collects source separated
recyclables at recycling facilities in Southern California; manages a
mixed paper recycling contract in New York City, markets materials in
North America and Asia, and manufactures paper in Asia. Dr. Domonske has
worked in the recycling industry for 20 years and has experience in
operations, sourcing, marketing, government relations and import/export.
He will speak about plastic bag recycling efforts and associated regulations.
Paul Alva will speak on the County’s
efforts to reduce plastic bag consumption, including the
possibility of banning them. Mr. Alva is a Senior Civil Engineer with the
Los Angeles County Department of Public Works. Public Works advises the
Los Angeles County Board of Supervisors on solid waste management issues.
He has 13 years of professional experience in environmental engineering
and solid waste management.
Maureen Craine is Vice President of Marketing and Business Development
for e-Recycling of California. eRecycling is an end of life electronics
recycler with processing facilities in Paramount and Hayward. Ms. Craine
will speak about e-waste regulations and recycling.
The workshop will be held at King's Fish House in Long Beach, from 10:30
am to 1:30pm. The cost for the lunch is $45 for members and $55 for
non-members. Price includes tax and gratuity. Parking is hosted at the
parking structure located at 100 W. Boroadway (enter off Pacific). Turn
in your parking ticket at the registration desk upon checking in.

Legislative Update
As you may be aware, staying
educated on pending legislation is hard work! Lucky for us, we
participate, along with representatives of the two other California
Chapters in the SWANA California Chapters Legislative Task Force (LTF).
Watch for the LTF newsletter in the near future. For now, the first year
of the two-year session has been very active, as usual. Two key bills to
watch:
- SB 1016 (Wiggins):
Amendments are anticipated that are aimed at streamlining AB 939
reporting process by proposing a disposal-based accounting program
and expedited review for jurisdictions that have already complied
with a 50% diversion rate. The bill has made it through the Senate
and has been referred to the Assembly Committee on Natural
Resources.
- SB 1020 (Padilla): As
currently in print, the bill would increase the AB 939 diversion
requirement to 75% by the year 2012. This bill will likely be
amended in the near future. The bill has gone through the Senate and
is awaiting committee assignment in the Assembly.
The LTF has taken a “watch” positions on these bills awaiting the pending
amendments. You can monitor these and other bills online.

of Events—2008
SWANA
has announced the national schedule of Events for 2008. In particular,
please note that there will be two national events in our area; the
Spring Training Session in Las Vegas on April 7th to 10th and the 13th
Annual Landfill Symposium & Planning and Management Conference in
Palm Springs on June 9-14, 2008. WASTECON will be in Tampa, Florida on
