GraceOutgoing President's Message

As the year winds down, I would like to take the opportunity to thank the Directors and members for their participation and support this past year during my term as chapter president.  The chapter can be proud of the well-attended and interesting workshops as well as the success of our first intensive landfill workshop.  You all had challenges this past year with the change in the economy and will continue to wrestle with those challenges in the coming year.  Hopefully, SWANA will continue to be a source of helpful information to you since beneficial networking has always been a hallmark of the organization. 

Since our chapter will be hosting both the Western Regional Symposium and WASTECON in 2009, our new president, Jim Kuhl, will appreciate any support you can provide.  Please let him know if you would like to volunteer for either of the conferences.  Also, as always, please let us know if you have ideas for chapter improvement.  I wish you and your families a wonderful holiday season.

Our Founding Chapter will be hosting the 2009 Western Regional Symposium (WRS) in Palm Springs from April 6th to 9th.  The WRS will feature sessions on creative solutions to the challenges we are facing in maintaining critical services and implementing new programs in these troubling economic times.

We are pleased to kick off the Symposium with a keynote presentation by Stephen Levy, Director and Senior Economist of the Center for Continuing Study of the California Economy.  Mr. Levy will be addressing the state of the economy, how it relates to the State budget and the delivery of public services, including solid waste.   This special presentation would not be possible without the generous sponsorship of Bryan Stirrat & Associates.  More information on the WRS can be found at our website www.socalswana.org .

On behalf of the Board, I want to express our thanks and appreciation to Grace Chan for all her efforts as President this past year.  Grace is a tireless worker and advocate for our Chapter.  In addition, to her role as President, Grace has also volunteered as program chair for the upcoming Western Regional Symposium, no small task.  Thank you Grace, for once again serving as our President.

I look forward to serving as our Chapter President this year.  I hope you will stay involved and take advantage of all SWANA has to offer.

OC Waste and Recycling

I am a deputy director for the OC Waste & Recycling Departments South Region Division. I have been a deputy director/division manager since 1991. I am responsible for directing the operations of the region which consists of one active and six inactive sites which provide for the safe and efficient operation of several thousands of tons of solid waste per day.

I ended up in this department by transferring over from the parks dept in 1986 because this dept had the only four/ten work schedule and I wanted to work two jobs in order to someday afford to buy a house. The only words of wisdom I would want to share as a manager/leader is a quote from Max Dupree who stated, "The first task of a leader is to define reality; the last is to say thank you. In between, the leader is a servant.

Dave is a Certified Management Accountant (CMA) and an expert in solid waste macro- and micro-economics. He is the principal of MSW Consultants, a firm that provides solid waste consulting service exclusively to local governments in the areas of finance, economics and public policy.

Dave started his career in the waste industry in 1986 as a controller trainee for Waste Management, Inc. at its Great Western Reclamation division in Santa Ana.  While with Waste Management, Inc. Dave served as division controller for the company’s operations in Lancaster and Hemet.  After a brief time as the Accounting Manager for the City of Riverside’s Public Utilities Department, Dave worked for 8 years as a consultant for HF&H Consultants in Newport Beach.  In 2000, Dave founded MSW Consultants.

Mr. Davis is an active contributor in the solid waste industry.   He has written and presented several articles and papers related to rate setting and program planning.  He has served on the Board of Directors of the Southern California Waste Management Forum (SCWMF) since 1999, and has been an active SWANA member since 2000.

Dave lives in Murrieta with his wife and three children.  In his spare time, he enjoys reading, gardening, hiking and skiing.
