Outgoing President’s MessageBy Susan Moulton,
Waste Management
On September 13, 2007, members of the
Founding Chapter conducted their Annual Meeting, and elected
the slate of nominees recommended by the Nominating Committee.
Grace Chan was elected president. (The rest of the new board
is listed in the right hand column of this newsletter.) It
will be my privilege to continue on the Board during the
coming year as Past President. Please join me in
congratulating these new Officers and wishing them well in the
coming year. I thoroughly enjoyed my year as SWANA President.
I got to know and to work closely with many more of you, and
got to know more about the solid waste landscape in Southern
California. I know that Grace will do a great job bringing
enthusiasm and new ideas to our board. I look forward to
seeing you all at our first event under Grace’s aegis, the
important special workshop on Green House Gases, Climate
Change, and the Carbon Footprint, to be offered in January
(see below).

Incoming President's MessageGrace Chan, Los
Angeles County Sanitation Districts
As the new
SWANA year begins, I would like to take this opportunity to
let you know that I am pleased to be serving as your new
president and welcome any feedback or suggestions you have for
the chapter. I think I speak for all of the board members in
saying that we appreciate your ideas and participation because
it helps us better serve the chapter. You can reach me at

I first want
to take the opportunity to thank Susan Moulton, outgoing
president, and the other Board members for the great year we
have just completed. It was a true pleasure working with all
of you.
This year will provide many chances for
involvement since we will have our usual workshops as well a
couple of important future events for which we will need to
begin planning. Please take a look at the meeting schedule
elsewhere in this newsletter and make a note of the chapter
workshop dates. In addition, we are looking ahead to 2009,
when the Southern California Founding Chapter will host the
Western Regional Symposium in Palm Springs as well as WASTECON
2009 in Long Beach. It may seem early to be discussing these
events but time will really fly and we need everyone’s ideas
on how to make the events successful!
Here in
California we are dealing with an increasing number of
challenging waste management issues including climate control,
landfill closure/post-closure requirements, and the future of
AB 939. Your chapter is a network of solid waste folks who can
be very helpful in sorting out these issues - just give us a
call! I look forward to seeing you at our events!

Meet Your Board This Issue: Grace Chan,
President
How did you end up in solid waste? When I got
out of college and was looking for a job, my professor
recommended the Sanitation Districts of Los Angeles County. He
thought they had a good, comprehensive program in the solid
waste management and wastewater management fields that
included research, design, construction management, and
operations. I applied, was accepted, and was assigned to the
Solid Waste Management Department where I have spent 22 out of
the 24 years I have been with the Sanitation Districts.
What do your friends think about your
profession? They think it’s unusual and glamorous. It is
the former, not so much the latter.
Do you have any
advice for those interested in the solid waste management
field? While there are many exciting things going on in
the private sector, I would advise someone to consider working
in the public sector. Public service in the municipal arena is
very satisfying and we are going to need lots of bright,
motivated folks to face the challenges of the future.

What do
you think is the biggest challenge faced by solid waste
managers?
- Cost effectively complying with the
ever increasing regulations and how to accomplish more with
fewer resources.
- Responding to the demand for “zero
waste” and going beyond 50% waste diversion.
- Understanding global warming issues as
they relate to the solid waste industry.
- Developing new infrastructure including
collection yards, LNG or other fueling stations, transfer
stations, alternative technology facilities, recycling
facilities, composting facilities, and disposal
facilities.

SWANA National Schedule of Events–2008
SWANA has announced the national schedule of Events
for 2008. In particular, please note that there will be two
national events in our area; the Spring Training Session in
Las Vegas on April 7th to 10th and the 13th Annual Landfill
Symposium & Planning and Management Conference in Palm
Springs on June 9-14, 2008. WASTECON will be in Tampa,
Florida on October 21-23. More information on the schedule
is available at www.swana.org.
