President's Message
By Susan Moulton, Waste
Management
Dear colleagues:
I hope that the holidays provided some relaxing family time for all of
you, and that like me, you had a little down time to get up a burst of
energy to start the New Year. You will see that we are starting the SWANA
year off with a bang. Four very interesting speakers are going to address
being a good neighbor in the context of the solid waste industry at our
Chapter Workshop on January 18th. I know it is going to be a
thought-provoking and instructive event. As we promised in the fall, we
are going to have two tickets available, on a first-come first-served
basis for prospective members. If you would like to bring a potential new
member, please contact Scott Ramey or Evelyn
Russell in the SWANA office.
As you know, SWANA is a membership organization, so it really belongs to
all of us. I urge you to give us your recommendations for speakers,
activities or programs. We are a better and more interesting organization
if all of the membership has a stake in what we do, and how we do it.
Please feel free to contact me or any of the Board of Directors to share
your thoughts with us.
I look forward to seeing you on January 18th at Dave and Busters!
Happy New Year,
Susan
Moulton
Good Neighbor
Workshop Promises Networking and Tips
Please join us on January 18th,
for our GOOD NEIGHBOR WORKSHOP. Our workshop will focus on the Waste
Industry’s attempts and obligations to be a good neighbor, including
compliance with the AQMD’s recently imposed Rule 410 that requires
landfills and MRFs to submit an Odor Management Plan. Susan Nakamura,
Planning and Rules Manager, SCAQMD will lead a short presentation on the
issues and expectations from the point of view of the AQMD. Doug Drennan,
who has consulted on many area Material Recovery Project Designs will
speak on Rule 410 compliance from a planning perspective. Kit Cole,
Director of External Affairs and Sustainability for Waste Management will
lead a discussion about the business and public relations benefits of
strong good–neighbor policies and will discuss Waste Management’s recent
sustainability efforts in Southern California
. Lunchtime speaker will be Jeff Southern of Orange County’s IWMD, who is
Landfill Supervisor at Olinda Landfill.
The workshop will be at Dave and Busters in Ontario Mills Mall, from
10:30 to 1;30. The cost for lunch, including tax and gratuity is $45 for
members and $55 for nonmembers. Parking is free. Please respond
by January 22nd. As usual, we will also be conducting a raffle for all
workshop participants!
USEPA Workshop on
Alternate Landfill Covers
The US Environmental Protection
Agency will conduct a two-and-a-half day workshop on the design and
permitting of alternative final landfill covers January 23-25. Often
called evapotranspiration (ET) covers, these designs offer performance,
cost, and long-term stability. Participants will learn about the
hydraulic properties of these covers, how to optimize designs with
models, and how to ensure that the final product is environmentally
protective. The most current research on field performance, monitoring,
economics and construction techniques will be presented. Study results
and lessons learned from the USEPA Alternative Covers Assessment Program
will be discussed.

Answers for California at
Annual Symposium
The 36th Annual SWANA Western
Regional Symposium, hosted by the Central California Sierra Chapter will
be held in San Luis Obispo
April 30-May 3. The Symposium provides a great opportunity to exchange
ideas with other solid waste professionals, gain knowledge, meet vendors,
and make new acquaintances. The technical sessions cover several topics
important to quality integrated waste management: collection, landfills,
recycling, and regulatory issues. The keynote speaker is Will Randolph,
Executive Director of the County Administrative Officers Association of
California. The vendor show will provide the opportunity to see the
latest products and services available from more than 50 exhibitors. The
symposium will also provide training classes, partly subsidized by the
Sierra Chapter that will allow you to obtain additional MOLO credits. In
between formal functions, there will be ample time to network, build new
relationships, or strengthen existing ones at the golf tournament, trap
shooting tournament, performance by comedian Bob Zany, and tour of the
Central Coast Winery.

Strait of SECOR International Inc. in Fresno at (559) 271-2650.
