What is your
real job and what do you really do, as opposed to your work as a
Board member?
I serve as Deputy Director for the County of Orange's,
OC Waste & Recycling Department overseeing the North Region
landfills. The North Region landfills include 6 closed
landfills and the Olinda Alpha Landfill is permitted to accept 8,000
tons of waste daily and is currently permitted through 2021. I
provide oversight to all activities at the active and closed
landfills including; Operations, Engineering, Business Support
services, Project and Construction Management, Strategic Planning and
Post-Closure Maintenance and Monitoring. In addition to routine
landfilling operations a noteworthy project, we have just entered
into a Public/Private partnership with Broadrock Renewables to
construct a new 32 megawatt landfill gas to energy power generation
facility.
How did you end up in the solid waste industry?
Much like the rest of you my lifelong dream was to be
involved with trash...ok, so it wasn't my lifelong dream. I was
introduced to the world of waste 21 years ago as a ground attendant
for the County of Orange. Over the years of working in the
landfills I came to understand that it wasn't just about burying a
pile of trash, but rather providing a service to the residents of the
County. I know it might sound like a cliché, but I love
this industry and all that it does to protect public health and the
environment. I'm in a position now where I am able to make
policy recommendations and share ideas that will impact the Orange
County landfills for generations to come. I'm proud of what I
do and have a great team to work with.
Any words of wisdom for Chapter Members?
The economic times have made it very difficult to
survive, both professionally and personally for employees in our
industry. Strive to stay positive, look for the little glimmer
of hope and exploit it. You, your staff, and your families will
benefit immensely.

SWANA is joining forces with the The Forum to present a
dynamic lunch workshop on July 14 at the beautiful
Los Coyotes Country Club in Buena Park.
You'll want to be sure to mark your calendar to attend
this event between 10:00 a.m. and 1:30 p.m. on Thursday
July 14. A panel of speakers will be providing their
perspectives on current and future industry infrastructure
capacity.
Governmental views will be contrasted with private
industry perspectives on landfill disposal, food waste, and MRF
capacity in southern California. Plan to spend a day with the
experts and enjoy a fantastic lunch networking with your industry
colleagues!

for Steve Uselton

Steve Uselton
CalRecycle
hosted a special tribute for Steve Uselton on January 25 at Christ's
Church of the Valley in San Dimas. Steve and his son Douglas
were killed on December 18 in a car accident caused by a suspected
drunk driver.
In his most recent position with CalRecycle, Steve
served as the Branch Manager for their Southern California
Office. He worked closely with Los Angeles and Orange County
jurisdictions, industry and businesses, with a focus on meeting the
mandates of AB 939, expanding local markets for recyclable materials
and developing diversion programs to help reduce greenhouse gas
emissions.
The special tribute include a touching video
commemorating Steve's life, official recognition by the Los Angeles
County Board of Supervisors, member of the State Assembly and the LA
County Solid Waste Task Force. Speaker included Mike Mohajer,
(LA County Task Force (Linda Moulton-Patterson and Bonnie Bruce
(Former Chair, CIWMB and former Advisor to the Chair) Karen Coca,
City of Los Angeles, Cynthia Vant Huls, GHC Climate Team and Michelle
Leonard of HDR.
A special thanks to Consolidate Disposal Service,
Ecology Auto Parts, EDCO Disposal, HDR Consultants, Covanta Energy, D
Edwards, Waste Management, Republic Services, Intec Video and the
SWANA Founding Chapter for their donations to support Steve's tribute.

City of
San Diego's Mandatory Recycling Ordinance

The City of San Diego's (City) mandatory recycling ordinance began
phased implementation in January 2008 and reached full implementation
January 1, 2010. The ordinance requires recycling of the
following materials: plastic and glass bottles and jars, paper,
newspaper, metal containers and cardboard. Effective July 1,
2011, the ordinance will also require rigid plastics including clean
food waste containers, jugs, tubs, trays, pots, buckets, and toys to
be recycled.
The ordinance applies to single-family residences; to
multi-family, commercial and industrial properties that subscribe to
more than six cubic yards of refuse/recycling collection service per
week; and to special events requiring a City permit.
Outreach and technical assistance provided by City
recycling and code enforcement staff, franchise waste haulers,
certified recyclable materials collectors, and stakeholders including
the San Diego County Apartment Association have resulted in excellent
results to date. Mandatory annual reports from the franchise
waste haulers and certified recyclable materials collectors show that
in 2010, 69% of the multi-family, commercial and industrial
properties subject to the ordinance now have recycling
programs. In comparing collection service levels measured in
cubic yards for these properties from 2008 to 2010, there has been a
10 percent decrease in refuse collection service, while recycling services
increased by 76 percent.
The City expects to realize additional waste diversion
from the ordinance through continued outreach to the non-compliant
properties, and additional recyclable materials being added to the
ordinance in the future as markets expand.
