Community Based Social Marketing Workshop
Widely used across sectors—from waste reduction and recycling to energy, transportation, water, and climate resilience community-based social marketing (CBSM) is an evidence-based framework for designing programs that create lasting behavior change. For solid waste professionals, CBSM provides practical tools to reduce contamination, boost recycling and organics participation, and improve handling of hazardous, bulky, or hard-to-recycle materials.

This half‑day workshop introduces the five steps of CBSM and explains how it differs from traditional information‑heavy approaches. Through hands-on activities and case studies from waste, recycling, and other fields, participants will learn how to select behaviors, identify barriers and benefits, and apply strategies such as commitments, prompts, and social norms. Ideal for newcomers or those seeking a refresher, the session offers practical, ready‑to‑use training.
Workshop Facilitator:
Jennifer Tabanico owns and operates Action Research, a firm that specializes in applying behavioral science principles and the community-based social marketing framework to a wide range of behavior changes, including those impacting water, air quality, biodiversity, waste, and climate. For over twenty years, she has worked with federal, state, and local government agencies, private companies, and community organizations across the globe. Jennifer’s work has been published in the Journal of Environmental Psychology, Criminology, Social Influence, Energy, and Social Marketing Quarterly. She has also contributed chapters to books on hazardous waste management, social marketing, and producer responsibility and is co-author of Fostering Sustainable Behavior: An Introduction to Community-Based Social Marketing (4th edition). Since 2016, Jennifer has served as an instructor for the Behavior Change and Sustainability and the Sustainable Business Practices Certificate Programs at the University of California San Diego (UCSD) Extended Studies. She has an MA in Experimental Psychology from California State University, San Marcos.

Kelli Farmer – SCS Engineers
Kelli Farmer is a Senior Project Professional at SCS Engineers, specializing in sustainable materials management and environmental consulting. She supports zero‑waste and solid waste planning, edible food recovery, business waste reduction, and recycling technical assistance for municipalities, including SB 1383 compliance and program outreach. Kelli also serves as the Young Professional Liaison for SWANA’s Sustainable Materials Management Technical Division and is active on SCS Engineers’ Young Professional Planning Committee. Named SWANA’s 2024 Young Professional of the Year, she is committed to environmental stewardship, community impact, and advancing the future of the industry.​​

Jazmine Hadden – City of Beverly Hills​​
Jazmine Hadden, Graduated from Cal State Long Beach in 2017 with a Bachelor’s Degree in Psychology. Began working in the Public Sector in 2018 for the City of Glendale, working as a Customer Service Representative before transitioning to a Public Works Assistant. She spent almost two years as a Management Analyst for the City of Monrovia, before her current role as a Sustainability Program Analyst for the City of Beverly Hills.

Luis Moctezuma – City of Palm Desert
Graduated from the Universidad del Valle de México in 2014 with a Bachelor’s Degree in Public Relations. He has worked in both the private and public sectors. Began working for the City of Palm Desert in 2019 and has held various positions since that time. Currently supports and leads environmental programs for the City of Palm Desert. He is the Young Professional Representative for the SWANA Southern California Founding Chapter.​

Stephen Herring – Republic Services
Graduated from Southeast Missouri State University in 2013 with a BS in Corporate Communications. He specialized in speech and marketing courses. He has been with Republic Services for 12 years and has held various roles and responsibilities. He is currently the general manager for the Long Beach division. Additionally is the Vice Chair of the So-Cal SWANA Chapter.​
